Stephen Hayes is an Industrial Engineer at ICG – Industrialized Construction Group, where he specializes in production optimization and supply-chain development for prefabricators, modular manufacturers, general contractors, and trade contractors. Drawing on experience in both automotive and construction manufacturing, Stephen applies industrial-engineering methods to plant layout, production simulation, model-line development, work measurement, and supply-chain optimization. His recent research has included the use of discrete-event simulation to optimize multi-trade prefabrication, helping manufacturers test production strategies and identify constraints before making costly changes on the factory floor.

As a Senior Research Fellow at the Center for Offsite Construction, Stephen brings a rigorous manufacturing perspective to the challenge of scaling offsite construction. His work focuses on the production systems behind repeatability—including product standardization, labor productivity, process engineering, continuous improvement, and the design of robust value chains. Stephen completed graduate study in industrial engineering at Mississippi State University, with a concentration in Management Systems Engineering, where he also served as project manager for the university’s EcoCAR 3 team. His work with CfOC helps connect the principles of mature manufacturing industries with the emerging discipline of construction manufacturing.
