James McIntyre is the Founder and Principal of Public Innovate, where he works at the intersection of public finance, housing, technology, and institutional innovation. Previously, he served as Chief Strategy Officer at Inclusive Prosperity Capital and as Director of Capital Markets for New York State Homes and Community Renewal, where he oversaw more than $20 billion in single-family and multifamily affordable-housing debt programs. Earlier in his career, James helped develop Neighborly, an online municipal-bond broker-dealer, following fourteen years in public finance and affordable-housing banking at UBS and Morgan Stanley.

As a Senior Research Fellow at the Center for Offsite Construction, James brings a finance and public-policy perspective to the challenge of improving how housing is designed, financed, produced, and delivered. His work with the CfOC has focused particularly on the institutional conditions required to scale offsite construction—including collaboration across public agencies, developers, manufacturers, lenders, and other participants in the housing ecosystem. He holds degrees in Afroamerican & African Studies and Political Science from the University of Michigan, where he graduated with High Distinction.
